The Recognised Seasonal Employer (RSE) programme in Papua New Guinea operates under the ‘Papua New Guinea Quality Workforce’ brand name. Papua New Guinea Quality Workforce is also aligned to the Papua New Guinea Government’s Vision 2050 Objective of “a fair, safe, healthy and productive workplace”, “creation of three million jobs by 2050” and also addresses one of the key pillars of the Vision 2050: “Human Capital Development, Gender, Youth and People Empowerment”. The short acronym “Hands of Change” is a reflection of Papua New Guinea’s energetic, vibrant and high-quality mobile labour force that is considered to be the best in the Pacific with proven high levels of productivity and good work ethics. Papua New Guinea’s experience in the RSE programme has shown that Papua New Guinea has a reliable, motivated and hardworking workforce that delivers a continually high level of productivity and output.

DEVELOPING A CENTRALISED LABOUR NETWORK

In response to the RSE’s demand for labour, Papua New Guinea has put in place an extensive network that enables us to recruit workers from across the country. With Papua New Guinea having the largest population in the Pacific, our network gives us capability to recruit from any region and province quickly and efficiently.

PROVIDING APPROPRIATE AND TIMELY PRE DEPARTURE TRAINING

Providing quality and wide-ranging pre-departure training programmes enables/equips our workers to be mentally and physically prepared for the work on hand. Workers set their own goals and objectives in terms of ‘worker excellence’ as well as being good ambassadors and role models for their communities. We believe that the ‘change of a person is through the power of his/her hands to make a difference - from being nobody to somebody in their community’.

Main Objectives of the Papua New Guinea Seasonal Workers Programme

To pave a way forward for unemployed/underemployed citizens

To acquire employment skills, work ethics and savings for all workers

To promote the investment of worker remittances into their own home districts and villages

To promote horticulture within workers home districts and villages through collaboration with the NZ horticulture sector

To ensure the equity/spread of benefits of workers participating in the SWP and RSE programme across Papua New Guinea
